Jeffrey Carr of Connecticut, faces charges of s*xual assault after an off-duty Department of Children and Families employee caught him putting his hand down the pants of the 4-year-old girl.
The incident took place at the Bertucci’s Italian Restaurant, which is located at the Shoppes in Buckland Hills.
Manchester Police spokesperson Capt. Christopher Davis said that the DCF worker was sitting at a nearby table when he spotted Carr shoving his hand down the girl’s pants. When Carr left the restaurant, the government worker followed him outside and took down his license plate number before calling police.
Investigators tracked the license plate to a home in Manchester. Carr, who matched the description of the alleged criminal, denied the allegations. Carr was arrested and charged with fourth-degree s*xual assault and risk of injury to a minor. He was released after posting $25,000 bond.
